Daphne City Council

Mayor Robert "Robin" LeJeune

Re-elected unopposed in 2025; current term Nov 3, 2025 to Nov 2029.

What the mayor can do on council votes: the mayor does not vote and does not break ties. The mayor has a veto only: within 10 days the mayor may veto an ordinance or resolution of a permanent nature, and the council can override with two-thirds of its elected members (5 of 7). The council elects its own president, who runs the meetings. We found no vetoes in the minutes we reviewed.

When is the next city election?

Nov 3, 2026: no city races. The mayor and council are not on the Nov 3, 2026 ballot; Alabama cities hold elections on their own schedule. See what is on your Nov 3 ballot →

Next city election: Aug 28, 2029. We worked out this date from state law (city elections fall on the fourth Tuesday in August, every four years since 2025); the city had not announced it. Winners would take office Nov 5, 2029.

The last city election was Aug 26, 2025. Sources: Ala. Code §11-46-21 · Baldwin County 2026 sample ballot

Notable votes (18)

How to read this table. Each vote comes from the city's official council minutes, linked in every row. Minutes usually name members only on split votes. When the minutes say a motion "carried unanimously," we list everyone shown present in the roll call as Yes. Yes* = presumed yes: the minutes say the motion passed and name only the member(s) who voted no or abstained, so the others very likely voted yes, but the minutes don't say so. UNCLEAR = the minutes contradict themselves or leave out a step; we show what they say and explain the problem instead of guessing. "Absent" means not present for the vote. These are notable votes we picked (budget, taxes and fees, zoning and development, and every split vote we found), not every vote the council took. The mayor does not vote, so no mayor column appears.

Rezoning request southeast of Champions Way and AL-181. A 5-2 roll call was recorded; residents had raised concerns, including about traffic.
The minutes record this 5-2 roll call under a motion to waive the reading of Ordinance 2024-37. No separate vote to adopt it appears, and the minutes of the next meeting (Dec 16, 2024) have not been posted, so we can't confirm whether the ordinance was finally adopted. From the minutes (paraphrased): Phillips reminded the council of citizens' comments; Conaway said she is concerned about traffic; Scott pointed to a nearby neighborhood built under the same zoning.

Pre-zones and annexes land at County Road 54 and Centipede Drive. Olen voted no, noting the Planning Commission had split 3-3, which is not a favorable recommendation.
The minutes contradict themselves. They say Green abstained on both ordinances, but they also show Green making the motion to approve the pre-zoning and record a 4-1 vote; with five members present, 4-1 counts all five. The minutes also list Roberts as both making and seconding the annexation motion. We show Green's vote as unclear. From the minutes (paraphrased): Olen noted that the Planning Commission had split 3-3, which is not a favorable recommendation, and urged the council not to adopt.
